Watchdog Civilian Complaint Review Board's (CCRB) investigate alleged official misconduct and recommended that the disciplinary authorities.
Since April 2013, the Audit Committee now is some cases. But police officials have the final say to discipline officers.
The report found CCRB has proved to claim 10, which occurred more than five years ago, and recommend disciplinary action to be taken against the officers involved in nine cases.
But in the case of seven police officers, prosecutors or police department's actions in the past, little or no discipline at all.
